Bill Gates Is Wrong About The Remedy

Gates is wrong to suggest that the world needs institutions capable of governing AI.

Any institution created to govern power acquires power of its own and, like any power, tends toward self-preservation and expansion, ultimately organizing itself around its own continuity rather than merely constraining the power it was created to govern.

What the world needs first is Trias Algorithmica. Just as Trias Politica separates rule-making, executive, and adjudicative powers, we now need a separation of algorithmic power, because algorithmic systems increasingly exercise those same forms of power while fusing them within the algorihtmic stack.

Today, the same actors can define objectives, build systems, deploy them at scale, and judge their own legitimacy, reconstructing within technology the concentration of power that political systems have long sought to separate. This requires asking the deeper question:

What makes algorithmic power legitimate?

Neither voluntary restraint nor simply slowing AI is enough. Power requires counterpower. The task is to make algorithmic power divisible, contestable, and reversible.

Trias Politica was the constitutional answer to concentrated political power. Trias Algorithmica is the constitutional answer to what code rules.
